THALASSERY BRANCH TWO.

Late nineties. My 'initiative' was coming to a close. Even the attempt to conduct an all India seminar in the organisation had met with stiff resistance from the local division head.

Resistance comes from inefficient guys who just want to survive with least activity.

Chairman had personally agreed to attend the seminar if it is conducted at the local division headquarters. But the local division head could not rise to the occasion. He evinced no interest.

I had discussed every detail of the proposed seminar at the meeting in chairman's chamber. Even necessary funds could have been arranged. Private secretary to chairman had asked me to intimate the date and details of the seminar.

The idea was to discuss the theme "need for change" and all associations of employees functioning in the country were to participate. It was planned to conduct the seminar for two days. Initial discussion when the problems and prospects will be discussed on day one. In the concluding session on the following day, solutions were to be discussed.

Local support was the crucial factor. Such support should come out of real and genuine interest. And no amount of compulsion should be there. It was supposed to be conducted under the aegis of a 'free and frank forum'.

Initial monitoring of the situation made things very clear. Local division head was not at all the proper person and as long as he was in the helm of affairs of the division, there was no possibility of conducting such a seminar in which even the chairman of the institution had evinced keen interest.

Finally I wrote to private secretary to the chairman that the discussion could be conducted only with some serious preparation for at least for a couple of months more. And I promised her to write again. That was the way I withdrew from this attempt.

Local division head in the meantime had gone to attend all India meeting of division heads.

Since he knew that the chairman was to come to local division headquarters, he approached chairman's office to invite him to inaugurate branch centre which was proposed to be opened.

Private Secretary to chairman agreed but she said the inauguration programme should be tied up with programme for seminar.

The inevitable followed: proposed branch centre was never inaugurated!

Lesson: Resistance to change at higher levels of management is sometimes more compared to lower levels.
