They moved about in the department. Moved to different sections of the department. Scanned through various voluminous registers maintained by these sections. All in search of movement of files. Office received enquiries regarding various matters. Some of these enquiries turned into complaints.
Such complaints are dealt with by the manager himself direct. Since different sections dealt with these files, naturally it was necessary to go through the registers of these sections where the particulars regarding movement of files are noted.
Two or three experts who specialised in locating files were retained solely for this work.
After continuous work, when a file is located they would literally jump up with joy of having done a magnificent job. Such amount of hard work is generally put in by them. File is then taken out and rushed to the manager. In most cases, the manager would himself come out to appreciate the heroes.
Occasional delights pervaded. At times hopelessness of not being able to locate an important or urgent file used to loom large. Then these persons would retire for the day only to commence the work next day morning. Then resumption of same activity. Occasional success. And failures.
These persons continued their work. There was appreciation from all for the excellent work these men were doing.
One day somebody thought, there was avoidable delay in attending to the files. Why not we do something to improve the situation was his question. But a majority of the department staff felt that they have been successfully working in their old fashion. There is no need to disturb the progress of work the department has been making.
Manager did not fully appreciate the move to bring computer intervention in the matter. Finally when he agreed to make a move on an experimental basis, there was still opposition. Opposition was evident. Since registers continued to be maintained in the old fashion, it was necessary to feed the data in the computer.
Those who maintained the registers thought that there will be duplication of work. Data once entered in the registers is required to be entered again. When the whole department work is not mechanised, this was an immediate defect which could not be easily mended. But to make a beginning in the matter it was thought a prudent step to have the changes envisaged.

Changes were brought about. Information of missing files was available on the computers. While those who showed opposition continued to show reluctance and did not transfer file movement details to the computer, however a few of them cooperated. Finally everybody enjoyed the benefits. And the experts who were employed to search for files were assigned with other works.
Lesson: Change is opposed. People like to work in ways familiar to them. Even when changes are introduced, there is also a tendency to return to the old method of working.
